According to this tutorial, you can sew dress with a puffy sleeves. Sleeves are gathered at the bottom with an elastic band. The bodice of the dress is lined, fastened with hook and loop tape or buttons. The pinafore bodice is also on the lining, fastens with small buttons. For the dress and pinafore 2 types of skirts are given: long (below the knee) and short (to the knee). The pinafore can be worn in 2 ways: front closure or back fastener.
