Heiankyo was built as a ``land suitable for the four gods'' protected by the four gods who ruled the directions (Genbu in the north, Seiryu in the east, Suzaku in the south, and Byakko in the west).
Hideteru Kimura's original design ``Heian Four Gods - The Four Symbols'' is a depiction of Genbu as a turtle, Seiryu as a carp, Suzaku as a peacock, and other real motifs.
