Graduated from the University of Hong Kong with a degree in Economics in 1984 and completed his Master's degree in Economics from the University of Hong Kong in 1988. He obtained his Ph.D. from the University of Bristol, UK, in 1995. In 1989, he began teaching in the Department of Business Administration at the Hong Kong Polytechnic (later The Hong Kong Polytechnic University). He served there until 2011, holding the position of Associate Professor in the School of Accounting and Finance. He has served on various government advisory committees and research groups, including the Energy Advisory Committee, the Arts Development Advisory Council, and the Transport Economics Research Group of the Central Policy Unit.
