Graduated from the University of Hong Kong's Economics Department in 1984 and completed his Master's degree in Economics from HKU in 1988. He obtained his doctorate from the University of Bristol, UK, in 1995. In 1989, he began teaching in the Department of Business Studies at the Hong Kong Polytechnic (later The Hong Kong Polytechnic University). He served until 2011, holding the position of Associate Professor in the School of Accounting and Finance. He has served on various government advisory committees and research groups, such as the Energy Advisory Committee, the Arts Development Advisory Council, and the Central Policy Unit's Transport Economics Research Group.
