Shi Huiguan was born in Taoyuan, Taiwan in 1951.
Graduated from the Department of Nursing, National Taiwan University School of Medicine in 1973, and received a CMB (Chinese Medicine Board) scholarship to receive public health nursing training for one year. The following year, he worked at the Taiwan Provincial Institute of Public Health, where he engaged in teaching, demonstration, and research. In 1981, he resigned from public office and became a monk under the guidance of Master Zhiyu. He specialized in Vinaya and Pure Land Buddhism, and invested heavily in research and activities related to Master Hongyi. He is currently the editor, secretary, and monk of Xilian Nunnery, and serves as the honorary chairman of the "Master Hongyi Memorial Society" and a special researcher of the "Master Hongyi Feng Zikai Research Center" of Hangzhou Normal University.
