The brooch is clearly signed "Monocraft" on the back and features a unique design, that was created and patented by Chernow brothers, founders of Monocraft, who later created MONET brand.  This brooch is in Art Deco style. Created in combination of silver-tone and gold-tone metals. The initial brooches are rare and highly collectable as each of them has unique set of initials.  According to advertisements from the 1930-40s era the Monocraft brooches were made of 24k gold or silver plated. Some of the plating was worn off with time.
